+*   Identify knowledge gaps, unanswered questions, or areas that require deeper investigation.
+*   Break down these gaps into small, highly specific tasks (Work Breakdown Structure).
+*   Formulate clear prompts or questions that the Orchestrator can then assign to the Researcher or Surveyor.
